  1. Female members in 2023 $= 40\% \times 280 = 112$. Decrease $= 112 - 84 = 28$. Percentage decrease $= \frac{28}{112} \times 100\% = 25\%$.

  1. Discount on the first book $= \$1.25$. Discount on the second book $= 3.70 - 1.25 = \$2.45$. Original price of the second book $= 9.80 + 2.45 = \$12.25$. Percentage discount $= \frac{2.45}{12.25} \times 100\% = 20\%$.
